Congress
Each country's Congress is represented by the assigned members, from each party, in the last elections. It will depend from the results itself, but keep in mind that each Political Party leader can assign the order of members that go to Congress. As soon as you're a member of your country's Congress, you'll be one of the few people that can make a huge impact among your compatriots. Each Congress will be ocupied by a maximum of twenty congressmen and the president of the country.
You'll be able to make political proposals: regarding military, political or economic aspects and you'll have the duty to VOTE in each proposal.
Creating a Congress Proposal
As soon as you become a Congress member, a new button will show up in the menu Community > Country. A blue button named as Government. By clicking on that, you'll be able to see each proposal voted so far and its result.
By taking a look at this, you can see the description of the previous proposals, the end date and the status of the proposal. Another great feature added in Eclesiar, the "Eye" button. By clicking on that button, you'll be able to see who voted in favor and who voted against.
To create a new proposal, click the New Proposal button and then, another menu will pop up:
So, in here you can choose, from the first input, the type of proposal you want to vote. They are listed below, in the next section. In this example, this possible proposal would be to change the Import Tax to a new value. You'll also see that this proposal will cost 10 gold, from the country's public coffers.
In fact, most of the Congress proposals will cost gold from your country, so try to play it as smart as you can.
A member of the congress can only make 5 proposals per mandate (successful or not). So use them carefully.
Congress Proposal Types
Here are the list of Proposal votings you'll be able to do, as a member of your country's Congress:
- Import Tax: Sets a new Import tax
- VAT Tax: Sets a new value-added tax
- Minimum Wage: Sets a new minimum wage
- Work Tax: Sets a new income tax
- Print Money: Prints national currency to Public Coffers (printing cost is based on the amount of printed currency in ratio 1 gold : 100 currency)
- Start War**: Starts a war against another existing Country
- Cease War: Ceases war against a Country already in War Status (this proposal voting phase will include the Congress of the country you're at war with)
- Start Trade Embargo: Imposes an embargo on another country.
- Stop Trade Embargo: Lifts an already existing Trade Embargo on another country
- Start Ally: Forms an Alliance with another Country (This proposal voting phase will include the Congress of the country you're trying to ally - both separately need to have 50%+1 votes)
- Stop Ally: Disbands an Alliance with another Country (This proposal voting phase will include the Congress of the country you're trying to disband the alliance?)
- President Impeachment: Removes the current President and all Ministers from their positions. Doesn't cost any gold.
- New Presidential Elections**: Starts a new presidential elections. Costs 60 gold. All laws proposal costs 10 g from Public Coffers if not specified else.
- Country MOTD: Shows a message on the dashboard for all citizens of the country.
Note: Most laws require 50% + 1 votes to pass (fast laws)

Congress Voting Phase
After a Voting proposal is made, you can access the proposal by checking the first menu, mentioned above. When you're under voting, you'll get a notification, as well, and the voting status will be "On going". As soon as someone votes, the boards showing "Against" and "In favor" will be automatically updated.
How do you vote? Simple! Just look at the bottom of your screen and you can select between the green arrow and the red cross. You can also see if the other members have already voted and what their vote was. If a congressman didn't vote yet, it will show a blue interrogation mark. Voting is immediately closed if majority of votes is decisive (except for "slow" law).
Congress size
An amount of congressmen elected in country's congress corresponds to the country's active population in following way:

So, minimum seats in congress is 3 and maximum 20, excluding president.
